City‑planning legislation is well developed in Saint‑Petersburg and
includes the laws of Saint‑Petersburg “On the general plan of
Saint‑Petersburg and the boundaries of the zones for the protection of
cultural heritage sites on the territory of Saint‑Petersburg”, “On the
park areas for public use”, “On the boundaries of the zones for the
protection of cultural heritage sites on the territory of
Saint‑Petersburg and the regimes for using the land within the indicated
zones”, and “On the rules of land tenure and building in
Saint‑Petersburg”. This is the first legislation of this type and is, so
far, unique in Russia.
In Saint‑Petersburg a system for the
support of investment activity has been created and is being constantly
improved. There is also an ongoing work on the reduction of
administrative barriers and the simplification of the procedures for the
fulfilment of investment activity — including those to obtain building
permits and register the property rights.
Saint‑Petersburg was the
first region in Russia which established a legal foundation in the area
of public‑private partnerships by having passed the law “On the
participation of Saint‑Petersburg in public‑private partnerships”.
Within the framework of this law there is more flexible approach to
project implementation than that of the federal level.
The
transparent rules for conducting business, equal access to land plots
and both to transport and energy resources are guaranteed to the
